We are going to go from this to this.

1. Open up your picture. Make a new layer, fill it with #F28888, blend mode is NORMAL and opacity is 30%. Then duplicate the original photo base, drag it to the top and set this to screen, 80% opacity. Sharpen it twice. You can see the three stages below.

2. Make a new layer, and fill it with a dark blue color (#002F5B) and set it to EXCLUSION. Make a new layer UNDER it and start adding brushes in white (#ffffff). I mostly used scratches, splats and grunge bits. Below you can see my progression.

3. Now duplicate the original base (your photo), bring it on top of the brushes but under the dark blue layer, desaturate it (Ctrl+Shft+U) and set it to soft light. Sharpen it once.

4. Make a new layer OVER the dark blue layer and I add a brush in white. I forgot where I got it so if it's yours, then email me so I can credit you. Anyways, set the layer to SOFTLIGHT.

5. Now add some text and you're done ;). Results may vary depending on the brightness or darkness of the picture. SO adjustments may be needed.
